The ARGO Charter
The constitution for the Allegheny Role-playing and Gaming Organization
(henceforth referred to as ARGO)
ARTICLE I: DEFINITION
Section 1: Name
The organization established by this constitution will be known as the Allegheny Role-playing and Gaming Organization (ARGO).
Section 2: Purpose
The Allegheny Role-playing and Gaming Organization will strive to provide students with safe leisure time activities and alternative sources of entertainment, including role-playing, board, dice, card, and live-action games. In addition, ARGO will strive to promote a gaming culture on campus by conducting events, seminars, and other related activities.
ARTICLE II: EXECUTIVE BRANCH
Section 1: Description
The executive power will be vested in the president, vice president, secretary, treasurer, and public relations officer. These persons will be elected by the members. A person must be a student, a member of the faculty, or a member of the Allegheny College Administration to hold an office in ARGO. Election procedures are stated in Article VI, Elections.
Section 2: Duties and Powers of the officers
A. President
1. The president will be permitted to grant ARGO sanction. Sanction is defined as permission to hold a game or event and the permission to use the ARGO name and resources. ARGO will stand behind any game that is sanctioned. Sanctioning will only be given once the game or event has proven to be safe for all those who will be potentially involved.
2. The president may designate the vice president to serve temporarily as the president with some or all of the inherent duties and powers.
B. Vice President
1. The vice president is responsible for overseeing the meetings.
2. The vice president will assume responsibility in case of the President's absence or inability to attend to his duties. The vice president will act in this stead until either the president's return or his replacement.
C. Secretary
1. The secretary is responsible for keeping the minutes of the general meetings and providing copies of these minutes for any interested member.
2. The secretary will maintain the current list of membership, updating and removing people's names as is necessary.
3. The secretary will administer the relevant bylaws regarding the storage and use of all supplies, books, and records.
D. Treasurer
1. The treasurer will be in possession of the club treasury, including dues and other income.
2. The treasurer will maintain the organization's financial records.
3. The treasurer is responsible for authorizing the expenditures of ARGO funds.
4. The treasurer will serve as the liaison with ASG.
E. Public Relations
1. The public relations (PR) officer will be responsible for publicizing upcoming ARGO events.
2. The PR officer will maintain the ARGO bulletin board and web page.
Section 3: Impeachment
Any of the officers, as stated above, may be removed from their position by a 2/3 majority approval of the membership. Membership is defined in Article III.
Section 4: Succession
A. A vacancy in an executive office will be temporarily filled by an existing officer who is appointed by the president to the position. This officer is considered a replacement officer for the specific position until the election of a new officer.
B. During the next business meeting after an executive officer leaves his/her position, an election will be held to fill the office.
ARTICLE III: MEMBERSHIP
Section 1: Defined
A. Membership may be held by any individual regardless of their sex, race, creed, or national origin.
B. Membership is granted to those who have participated in two ARGO-sanctioned events and have attended 2 general meetings, or who have attended 5 sanctioned events.
C. Members must attend at least two general meetings or 5 sanctioned events every semester.
D. Enforcement
1. If a member does not attend at least two general meetings or 5 sanctioned events during a semester, he/she may be removed by a 2/3 vote of the members.
Section 2: Quorum
A. Quorum will consist of one member over half of the total membership.
B. A member may proxy vote on a specific issue for a business meeting. A proxy vote will be considered legal if it consists of a signed statement describing the specific issue that will be voted on.
C. A quorum may remove ARGO sanction from an event if the event fails to accomplish ARGO objectives or has inadequate safety measures.
D. A quorum may enact or change bylaws regarding the use, storage, procurement, or distributing of books, funds, or supplies.
E. A quorum may establish or change the bylaws regarding rules of conduct and safety restrictions that apply to ARGO sanctioned events.
ARTICLE IV: GAME MASTERS
Section 1: Description
The game master is the person who officially organizes and/or conducts a game under ARGO sanction.
Section 2: Duties and Powers of the Game master
A. The game master is expected to organize and/or conduct the designated ARGO sanctioned events.
B. The game master is responsible for ensuring that the rules of conduct and safety restrictions are followed.
C. The game master has the authority to remove players from the game they are running if the player is not following proper safety procedures appropriate to the event, or is otherwise detracting from the other players' enjoyment and well-being.
ARTICLE V: EVENTS
Section 1: Description
A. An ARGO sanctioned event is a game, event, or activity that is consistent with ARGO goals, confirmed by the ARGO president, and administered by a game master.
B. ARGO will not be held responsible for any events, activities, or games that are not sanctioned.
ARTICLE VI: ELECTIONS
Section 1: Description
A. Executive officers will be elected during a general election held annually at the end of the spring semester.
B. A 2/3 vote of a quorum can change the date on which the general election will be held.
C. An election may be held for a specific executive position whenever an office is vacant.
D. Executive officers will be elected by a simple majority of quorum, conducted by secret ballot. The votes must be tallied by the secretary and the advisor.
E. Executive officers will serve from their time of election to the next general election, the date of their resignation, or the date of their impeachment.
F. An executive officer is required to be an ARGO member.
ARTICLE VII: AMENDMENTS
Section 1: Defined
A. Amendments to this constitution must receive a 2/3 vote of the active membership of ARGO and subsequent approval of the Allegheny Student Government.
