Constitution of the Allegheny Pre-Health Club (Adopted: November 8, 2005) Revised January 30, 2007
Article I: Definitions
Section 1: Name
The Name of the organization established by this constitution will be the Allegheny Pre-Health Club (APHC)
Section 2: Purpose
The purpose of APHC is to A. Unite students with common goals interests directed towards healthcare B. Promote leadership skills and awareness through community service C. Foster an atmosphere of cooperation among students and aid in the preparation of long term goals D. Expose students to medical institutions, issues in healthcare, and professionals/preprofessionals
Section 3: Definitions of Committees
A. The purpose of the Community Service Committee is to promote leadership skills and community awareness through service B. The purpose of the Social Activities Committee is to promote relationships among students with common goals and interests directed towards healthcare C. The purpose of the Academic Activities Committee is to foster cooperation among students and aid in the preparation of long term goals D. The purpose of the Educational Activities Committee is to expose students to medical institutions, issues in healthcare, and professionals/preprofessionals. E. The purpose of the Bioethics Committee is to create discussion regarding ethical issues in medicine and biology.
Article II: Executive Branch
Section 1: Description
The executive power will be invested in the President, Vice President, Treasurer, Secretary, and five committee chairs. Details about committees can be found in Section 3 of Article I, Definitions of Committees. These officials will be elected by the members of this organization. Election procedures are stated in Article IV, Elections.
Section 2: Duties and Powers of the President
A. Preside in all general and officer meetings B. Assist Treasurer in preparing a budget for his or her term in office
Section 3: Duties and Powers of the Vice President
A. Act as an assistant to the President B. Assume the responsibilities of the President in his or her absence C. Ensure the equal distribution of committee projects throughout the committees
Section 4: Duties and Powers of the Secretary
A. Compile a record of all meetings in order to provide the organization with records of issues discussed, problems posed and ideas raised B. Recite or summarize the minutes (from the previous meeting) for approval by the membership at each general meeting C. Maintain the organization’s email account and inform members about upcoming meetings and events D. Compile and update the membership list
Section 5: Duties and Powers of the Treasurer A. Request funds for APHC B. Maintain the treasury of APHC C. Oversee any fundraising activities on behalf of APHC D. Ensure that funds used by the chapter is used wisely and solely for the purposes of the club E. Acts as the official liaison between APHC and ASG
Section 6: Duties and Powers of Committee Chairs
A. The Community Service Chair shall be responsible for all Community Service Related programs and projects B. The Social Activities Chair shall be responsible for all social events C. The Academic Activities Committee Chair shall be responsible for all programs aiding students in the preparation of long term goals D. The Educational Activities Committee Chair shall be responsible for overseeing all trips and programs that expose students to healthcare issues, places and professionals E. The Bioethics Committee Chair shall be responsible for planning all activities relating to ethics F. Each committee chair shall be responsible for requesting the necessary funds from the treasurer
Section 7: Impeachment
Any of the officers as stated above may be removed with the approval of a 2/3 majority the members. Membership is defined in Article III.
Section 8: Succession
A. A vacancy in the office of the President, Secretary or Treasurer will be temporarily filled by the Vice- President until elections can be held B. A vacancy in the Vice-Presidency will be filled by a nominee of the President’s with 2/3 confirmation by the membership. C. Special elections will take place at the first meeting after the position becomes vacant D. Rules for elections are detailed in Article IV of this constitution.
Article III: Membership
Section 1: Defined
· Membership is open to all members of the Allegheny Community · All members are required to attend two events, not including meetings, per semester
Section 2: Quorum
A quorum of 50 percent plus 1 must be achieved to conduct all official business.
Article IV: Elections
Section 1: Description
A. Officers will be elected at the beginning of each spring semester B. Officers will be nominated and elected by a simple majority of the membership C. Officers will serve for one year.
Article V: Amendments
Section 1: Defined
A. Amendments of this constitution must be approved by 2/3 of the organization’s members. B. Amendments to this constitution, after the approval of the membership, must be referred to the ASG Rules Committee and subsequently must be approved by 2/3 of ASG Senate for 2 consecutive meetings.
