Well, what do you know? SA-Valet told me the popapp timed out. When I restarted it, it timed out at the same spot. Duncan from Solution Center pointed me to the INSTALL_PROGS directory and that verifiied that the popapp ran successfully, even though SA-Valet didn't know it.
We now have a working R18 test environment! Still some clean up to do, but this ia a major milestone!
Time to turn the page in the manual and continue.

Woo-hoo! I'm signing in right now - this is so exciting!!!! GREAT WORK!
I just went into the DCC screen... Oh, that new language we had to learn back in January is going to be rusty in June. But, without even realizing it, I noticed the function keys are working. Switching to UI before switching to R18 makes things seem a lot more similar.
